Why introduce a pay to win DLC? I don't agree with that considering where the game is at. Why not just make it as part of a difficultly option?

I enjoyed the first one a lot but the second one I couldn't get into. The removal of guns had me bored after a while and it just wasnt the same. Apparently they have introduced guns now but I'm in no rush to check it out.
