I would expect a display like that to use pixels, but the displays in the picture do not use pixels. Notice how the LEDs follow the contour of the "5". True pixels would not follow the contour and would instead have visible "stair stepping" on the contour.
It looks like AI to me. The arrangement of the LEDs in the sign make no sense given that the number has to change and the details on the far away road looks weird.

At least where I live, the city centre was built and designed around walking and public transit, but then the city destroyed those streets to make way for cars. If the city were to reverse those changes and build back areas designed for walking and cycling, it would result in a much better city centre, without any drastic restructuring.
