I would expect a display like that to use pixels, but the displays in the picture do not use pixels. Notice how the LEDs follow the contour of the "5". True pixels would not follow the contour and would instead have visible "stair stepping" on the contour.

At least where I live, the city centre was built and designed around walking and public transit, but then the city destroyed those streets to make way for cars.
