Strangely enough, this has been happening to me when visiting hexbear.net through Firefox. (I haven't tried other instances or browsers.) It hasn't annoyed me enough (yet!) to look into it, but since you mentioned it, I wanted to chime in and say it's not just you.

Kinda hilarious to think about this person making these decals themself or getting someone they know with a Cricut to cut these out and apply them.
