Sorry, that I just know the German name, it is called a "Rechteckmantel" which basically translates to rectangular cloak. It was worn from the bronze age into early medieval times in Europe. It is basically as others pointed out just a rectangular piece of wool fabric, much like a blanket. It can be used as such when travelling.
The "Rechteckmantel" used to be closed with a brooch or a pin and could be worn in various ways. The one in the picture for example is of someone who expects to have to use their right arm for working or drawing a weapon. But one could also close the cloak in the front with a bit more overlap for more warmth but that would limit movement by a lot.
It is a very comfortable piece of clothing. I have a hobbyist interest in living history and my "Rechteckmantel" served me well during many cold nights.
Ich stimme zum einen in den Chor für Deuter ein. Der Rucksack vor dem aktuellen hat 15 Jahre im täglichen Einsatz überstanden und hatte als einziges echtes Problem, dass er irgendwann zu abgewetzt aussah.
Dann haben wir hier im Haushalt noch eine Rucksack von Ortlieb. Gutes Teil, schön robust und der Service ist super. Als mal eine Schnalle vom Brustriemen kaputt ging, wurde einfach eine neue zugeschickt. Ich mag nur die Tragesysteme von Deuter lieber.
An solchen Abenden muss man halt nehmen, was man bekommen kann.

Maybe I am interpreting too much here, but I read the sentence's original meaning more like "in a comparable street scenery in North America" not like "in North America as a whole". One more hint to this interpretation is the comparison with a photo from Toronto and not some rural area.
Even here in Europe everyone would acknowledge that there are a lot of situations where a car makes living at least a lot easier if you are not in a city.
