well congress calling ms. rachel crazy would probably lead to protests and that would escalate into a peaceful revolution that would pressure trump and vance to both resign, just like the people power revolution in the phillippines.
firing the landowners (as in "hey landowner, new policy today, you're no longer needed - why DON'T you get a different job?") and nationalize land would also work.
